King Street may soon belong to its pedestrians, at least on summer weekends. Next month, city council will vote on a proposal to close six blocks of the shopping street to cars every Saturday and Sunday from June to September, freeing the pavement for walkers, patios, and market stalls. Supporters call the trial cheap and easy to undo; opponents answer that its costs would land on the shoulders least able to carry them.

Marisol Vega, who has run a café on King Street for nine years, collected more than eight hundred signatures in favour of the plan. "When cars disappear, people slow down, and people who slow down spend money," she said. She points to weekend closures in other Canadian cities, where nearby shops reported busier summers, and she has already priced the extra tables she would set out on the road.

A few doors away, Werner Brauer sees the same summer differently. His family has owned Brauer Hardware since 1982, and Saturday morning, he says, is when his regulars collect lumber, paint, and ladders. "Ms. Vega is right that the street would be busier," he concedes, "but busier with browsers. Nobody carries a ladder home on the bus." Without somewhere to load a car, he fears his best customers would drive straight to a supplier on the highway.

Between the two stands Hannah Osei, a transportation researcher who has studied dozens of similar street projects. The evidence, she says, is mostly encouraging, pedestrian streets usually attract more visitors and more spending. "But the wins are not automatic," she cautions. The closures that lasted, she found, arrived together with better bus service and clearly marked loading zones; where cities skipped those details, several were quietly reversed. "The design decides the outcome, not the slogan."

Council votes on the fifteenth. If the proposal passes, the barriers would go up in June, and the street would return to normal in September while the city measures the results.

Part 4 の採点方法

リーディング共通で正解 1 問 1 点、推測による減点はありません。Part 4 は採点対象 38 問のうち 10 問、素点のおよそ 4 分の 1 を難易度カーブの頂点で占めるため、CLB 9 到達へのてこが最も効くブロックです。

1 問 1 点の積み上げ

10 問はどれも正解か不正解かだけで、最難の推論問題も最易の検索問題も同じ 1 点です。推測なら 4 分の 1 の確率が残り、未選択のドロップダウンには何も残りません。

素点がレベルに換算

Part 4 に独立したスコアはありません。得点はリーディング 38 問の合計に入り、難易度調整を経て CELPIP Level 1〜12 に換算されます。

CELPIP Level は CLB と同値

対応は 1 対 1 で、CELPIP 9 は CLB 9 です。Level 9 の目安は正解約 31 問なので、Part 4 の 10 問で 3〜4 問落とすことが、目標を沈める一番の原因になります。

公式の 3 つの問題タイプ

リーディングの設問は公式に General Meaning、Specific Information、Inference の 3 タイプで、Part 4 は推論に最も寄っています。most likely や probably は、答えが本文に明記されていないことを示す公式の目印です。

13 分で成立する解き方

先に 5 つの設問文を読む約 1 分

記事より先に問 1〜5 の設問文に目を通し、選択肢は飛ばして、出てくる人名をメモします。設問はおおむね記事の順に並び、どの発言者を追うべきかを教えてくれます。

誰が何をなぜ考えるかを整理約 3 分

実名の発言者ごとに、役割、利害、立場のプラスマイナス、その理由を配られる紙に 1 行ずつメモします。帰属問題の勝負は結論ではなく理由のレベルで決まります。

問 1〜5 に解答4〜5 分

各選択肢はその発言者自身の段落に戻って検証します。正解は発言者の論理を新しい言葉で言い換えたものです。記事全体を問う設問は最後に回し、複数の段落に根拠を求めてから確定しましょう。

コメントを完成させる約 4 分

まずコメント投稿者がどちら側かを固定します。たいてい冒頭の一文に表れます。それから各空欄を、その立場と記事の詳細の両方に合うように埋めます。最後の 30 秒で 10 問すべての解答を確認しましょう。

画面に表示される指示文

減点につながるミス

本文のこだまを選ぶQuestions 1 to 5

正解は設計上言い換えなので、発言者の言葉をそのまま繰り返す選択肢はたいてい餌です。答えが記事と同じ言葉で書かれることを期待するな、と公式が明言しています。

発言者を取り違えるQuestions 1 to 5

最大のひっかけは、ある人の意見を別の人や記事の書き手に割り当てる、あるいは単に言及しただけの内容を支持に格上げする選択肢です。これは本当に誰が言ったのか、本気でそう主張したのかを毎回問いましょう。

but のあとの転回を見落とすInference

相手の一点を認めてから but と続ける発言者は、反対しています。本当の立場は but の後ろに落ちます。ひっかけの選択肢は、まさにその譲歩の半分から作られます。

コメントを文法問題として解くQuestions 6 to 10

空欄の 4 つの選択肢はたいていどれも文法的に成立し、およそ半分の空欄は記事の詳細か投稿者の立場にかかっています。滑らかに読めても、どちらかと矛盾する選択肢は不正解です。

存在しない貯金を当てにするTime Management

リーディングは各パート独立のタイマーで、Part 1〜3 で節約した時間は消えます。その 13 分で最大の問題数を裁くので、1 問は約 90 秒で見切りを付け、全ドロップダウンを埋め切りましょう。

Part 4 についてよくある質問

Part 4 はなぜ最難とされるのですか?

公式の設計でパートは後になるほど難しくなり、Part 4 はその頂点です。記事は事実の伝達ではなく複数の主張のぶつかり合いで、設問の多くは推論頼み、そのうえ 10 問を約 13 分で解く最大の問題量です。

コメントの空欄は文法と内容のどちらを問いますか?

ほぼ内容です。4 つの選択肢は文法的にはたいてい全部成立し、空欄の決め手は記事の詳細と投稿者が表明した立場にあります。まずどちら側かを決め、矛盾する選択肢を消していきましょう。

「この人なら同意するはず」という設問はどう解きますか?

その発言者自身の文に戻り、各選択肢を結論ではなく理由と突き合わせます。譲歩に注意し、立場は but の後ろに落ちること、言葉をそのまま引用しながら論点をねじ曲げる選択肢こそ疑うことを忘れずに。
